Read values from Excel Sheet stored in the EB templates folder

I tried to get access to a Excel spreadsheet in .xlsx format stored in the EB templates folder.
It's no problem to find the file in the folder. But how can I open the file or read the values?

Does I need to declare this file as "ExternalDocument"?
How can I access to the values in the rows and cols?
