Time for receive requests to WSC

I have a problem with the Web Service Communication.
I send a multi requests to WSC for read (drawing and all sheets in drawing).
Sometime the answer of WSC is good “quickly”,
But some time I receive the answered after very long time (10 or 17 min).

Please explain me why is very long, and how fix it?
